One article says "Rikishi-kai Kai-in (Makuuchi,
Juryo)"
which to me implies any rikishi who attained at least
a rank of Juryo.  Basically I believe the intent is a
"sekitori" rikishi.

Aside from the Sankei it was reported also in Sponichi
Daily on October 1.  One basho as a sekitori
requirement already for instance qualifies 
Kotomitsuki to have his "Danpatsu Ceremony" at the
Kokugikan theoretically.

But as in everything in sumo whether it becomes a
reality overnight remanins to be seen.  Not too many
of us remembers every rikishi who only stayed in Juryo
for several bashos but I am sure for themselves, their
family, supporters and friends alike, it is a
siginificant event and perhaps the Kyokai wanted to
acknowledge their contribution.  And the Kyokai needs
every supporter they can get these days.

Zenshinyama who retired after the Natsu basho also had
his Danpatsu Ceremony at the Kokugikan on October 1. 
I don't believe he has a Toshiyori share yet but he
will remain with the Kyokai in some capacity. 

Daishoho had his ceremony at Takanawa Prince in Tokyo 
I thought as a former Komusubi with two Kanto-sho
awards and 369 wins, he should have had at least 30
bashos in Juryo/Makuuchi but he is not having his at
the Kokugikan. Is this because the arena was not
available on this Sunday ?

According to Tatsunami oyakata, Daishoho, 32, has
indicated in his invitation that he had a cancer and
his fervent wish to go through with his danpatsu
ceremony today.  He is currently undergoing an
intensive treatment at a Tokyo area hospital.  He is a
"Nichidai" Sumo Club grad.
