"Daredatte gambareru dohyo ga aru" actually means:
"Everyone has his/her own stage/area s/he could express his/her best."
The hidden meaning of it is that you should try hard to find what you
could do your best. The reason of selecting Chiyotaikai for this campaign
is because he was a young gangstar, but he found Sumo as his area he
showed how special he actually is.
Obviously, being a gangstar is not one of the dohyo Japanese government
thought when this campaign started. The key is that Chiyotaikai stopped
being a gangstar and found sumo to express himself in extraordinary
manner.
