I think I have a different story about the Makekoshi Rikishi at the bottom
of Jonokuchi. I don't think they will be forced to start all over again at
Mae-Zumo, in fact, unless they are non-active.
As long as they are active in Jonokuchi and willing to keep competing, they
won't be forced to be dropped out.
The ones who need to start all over again are the ones could not keep active
in whatever the reason is. Injured rikishi needs to start at Mae-Zumo, and
the rikishi went home need to start all over again at Mae-Zumo, if they were
not active toward the bottom of Jonokuchi.
In fact, if you are active, even if you have been recording Makekoshi again
at the bottom, you may be "promote" or advance in rank. One of the reasons
is because of the lack of number of rikishi than the previous basho. Another
possible reason is that if a new rikishi failed to win a match at Mae-Zumo,
the new rikishi will be ranked lower than the experienced rikishi, even if
the experienced rikishi had makekoshi at the bottom of the lowest rank.
One most recent such example was Nagayama of Michinoku-beya. Nagayama was
1-6 at West Jonokuchi 47-maime in Kyushu-basho. The bottom of Jonokuchi was
East 48-maime at Kyushu. That made him the second lowest-ranked rikishi
among all active rikishi. And he was "promoted" to West Jonokuchi 36-maime
for Hatsu-basho.
At the same time, the bottom of the bottom rikishi Tatsuyutaka of
Tatsunami-beya recorded identical 1-6 at Kyushu and also "promoted" to East
37-maime for Hatsu-basho.
In Hatsu-basho, the lowest-ranked rikishi in Jonokuchi was West 45-maime.
