Chiyotaikai and Chitose

Now the Chitose JR station and the City Hall have large banners 
reading something like:

 "Congratulations to the new Ozeki, Chitose-born Chiyotaikai"

Can we call him the new Hokkaido connection to the Makuuchi Division?
