It's not in the written official sumo rules, but it's the un-written traditional
rule.
The rule about how to arrange the matches are called "Torikumi Hensei Yoryo." The
rule #4 is the well-known "heya-betsu so-atari," which is the one not to face
from the rikishi from the same heya.
