I don't have too much time or energy to answer (besides being employed in
four regular jobs, I am an Anglican chorister, and Holy Week is a busy
time) but will try to answer a few of these points.

Yes, but there isn't a license. It's just a matter of promotion.

But you are not considering that the number of bouts per gyoji per day
varies with the rank of the gyoji. It is not a simple matter of taking all
the below-juryo bouts and dividing them by the number of gyoji. The
Jonokuchi-kaku gyoji has more bouts to officiate than the Jonidan-kaku
gyoji.... etc. (The same apppies to the yobidashi who call the bouts.)
This, as I have said many times in my articles, is based on the ancient
principle that the person with the least expereince should be given the
greatest opportunity to increase his experience!
