[SUMO lite] Gyoji names and work schedule

The gyoji names, like the oyakata names seem to be a fixed set, to be
changed on promotion.
At least the names of the gyoji with juryo and above license look like
this, especially the two top names, Kimura Shonosuke and Shikimori Inosuke,
which are rather titles of rank like yokozuna and ozeki.

What about the other names, are the top 22 (1996) of the gyoji with juryo+
license really a closed set ?
Are there always 22 of them ?
Is the total number of gyoji always 45 ?

If the 22 high ranked gyoji have all two bouts to care for (except Kimura
Shonosuke with one), then we have 43 torikumi with 86 rikishi.
Makunouchi has 40, juryo 26 members, then the makushita top 5 torikumi
after the juryo dohyo-iri (10 more Rikishi), that leaves room for another 5
makushita bouts as the full capacity of the higher ranked gyoji.
If a maximum of 4 makushita wrestlers have a day in the juryo division and
two gyoji are ill, that is enough to ensure that the makushita "joi goban"
(top 5 bouts) can be done by juryo licensed gyoji.

The rest of say 800 Rikishi ranked below, with only 7 bouts in a basho for
makushita and below (even less for maezumo, they need three wins to be
allowed into Ozumo), not 15 like the sekitori, makes about (7 x 800/2)/15,
say 184 bouts a day.
If the total number of gyoji is 45, for the lower ranked 23 gyoji this
makes 8 for each of them. Quite a difference in work schedule.
But we should not forget the hall announcer, who is a gyoji. And all the
paperwork of the sumo kyokai, especially the torikumi list for each day and
the whole banzuke in special sumo handwriting. And and and
