You are correct.

Hikae rikishi (the rikishi sitting next to Shimpan) have the rights and duties
to ask for discussion when he sees gyoji's questionable call, as Shimpan have.
But rikishi does not have rights to join the discussion and dicision making
process and the outcome of the match. All he can do is to ask for discussion
and review of the match.

This happened recently, actually. Takanonami claimed with raising an arm right
after a match between, I believe, Takatoriki and Akebono (or was it against
Musashimaru?). Takanonami was the first person raised a hand. Shimpan said
they are about to raise their hands, too. But in actuality, no shimpan raised
their hands and their discussed the match. Takatoriki won the match and was
thankful to his close-buddy Takanonami for his quick reaction. Takanonami said
he knew he has rights to ask for discussion whenever questionable call occurs.
He said he did reactively, not because Takatoriki was involved.
