[SUMO] RIjicho elecition

When the former Rijicho Sakaigawa Oyakata resigned, he appointed
Tokitsukaze Rijicho as his successor, but when the votes were counted,
Tokitsukaze received 5 votes and Kitanoumi received 5 votes.

At the end, Kitanoumi Oyakata decided to step down from the cadicacy and
give the Rijicho responsibility to Tokitsukaze for keeping Sumo Kyokai
more-or-less united.

Sakaigawa is 57-yo with Tokitsukaze 60-yo and Kitanofuji 44-yo.

Tokitsukaze Oyakata was the first Ozeki with a college degree, and now
he is the first Rijicho with a college degree.
