I haven't done exhaustive research, but I think 
Futahaguro managed to become a yokozuna without
ever getting a yusho. His records prior to promotion 
were 12-3, then 14-1. He never won a yusho as yokozuna 
either, as far as I can tell. He lost a playoff to 
Chiyonofuji at Hatsu basho of 1987. Both had 12-3 
records that time.
