If I have understood your question correctly, the answer is 'Takanohana,' 
whose promotion was held up until he *did* get two yusho in a row - even
though the Kyokai Chairman gave the Yokozuna Promotion Committee a pretty
heavy hint that 'good runner-up' would do.
