According to Japanese media, the reason why Konishiki is no longer
active in Kyushu-basho is that he was basically banned by Sakaigawa
Rijicho. The reason is that it is not fair to his opponents of the rest
of basho to face a rikishi announced his retirement, since his wins or
losses won't be affected to his future. Either winning or losing, people
may interprete them as a gift one way or the other.

Konishiki wanted to complete Kyushu-basho but as a respectful member of
Sumo Kyokai, he decided to follow Sakaigawa Rijicho's
suggestion/guidance.
