According to the "Big Book of Sumo" by Mina Hall: " The chonmage ...not
only acts as a head protector (a sort of helmet in case of falls), but it's
also considered sexually appealing by many women."
Also, "The tokoyama uses bintsuke, similar to butch wax, to help hold the
hair in place.  Bintsuke has such a pleasant and unique smell that it acts
almost like a cologne in attracting women.  Even after a sumotori leaves a
room, the sweet smell of his hair remains."     Very nice pictures show the
step-by-step of the making of the chonmage.
