I have received the ticket sales info from the official
mailing list of the sumo kyokai.

Natsu (May) Basho: (May 11 - May 25)
April 12 (Sat.) 9am-4pm
At the ticket window of the Tokyo Ryogoku Kokugikan.

Isu(Chair) A: 8200yen
Isu(Chair) B: 6200yen
Isu(Chair) C: 3600yen

They will issue pre-sales tickets (Seiri-Ken) at 7pm on April
11(Fri.) if you are on the line at that time, so that you
don't have to spend the night in front of the Kokugikan.

Nagoya (July) Basho: (Jul. 6- Jul. 20)
April 3,4 :-) 10am - 4pm
telephon only 052-290-0001 (chunichi shinbun)
[I'm afraid they don't speak English at all.]

Note that at least for Nagoya Basho it is much easier (and
much cheaper) to have the standing tickets even though you
have to 'stand' after the juryo dohyo-iri.
Even on Saturday or Sunday the tickets should be available
after 9am.
