Another Tie breaker

Currently, the hoshitori contest concentrates on picking rikishi who
do well.  How about a contrasting tie-breaker:

"The makkuuchi rikishi with the lowest score"

This gives reasonable discrimanatory power as well as requiring more
judgement than luck to predict. For the purposes of this tie-breaker,
every day that the chosen rikishi is absent should be counted as half
a win. This would discourage people from simply picking injured
rikishi...
