There is a rule of how to re-arrange withina rank, for example within
Sekiwake. It is the same as the way they handle within Yokozuna or within
Ozeki.

That means even if the highest rank rikishi within a sanyama ranking 
recorded kachikoshi, when there is any other rikishi recorded better
record the rikishi with the best record will move up to the top position
(top of the east) and go down according to their record.

If in the previous basho, Nishi Sekiwake recorded 11-4, Higashi Sekiwake
recorded 10-5, Nishi Haridashi Sekiwake recorded 10-5 and Higashi Haridashi
Sekiwake Recorded 9-6, the banzuke for next basho will be:

Nishi Sekiwake will move to Higashi Sekiwake
Higashi Sekiwake will move to Nishi Sekiwake
Nishi Haridashi Sekiwake will move to Higashi Haridashi Sekiwake
Higashi Haridashi Sekiwake will move to Nishi Haridashi Sekiwake

When someone is promoted from the lower rank, the rank for next
basho will depends on the situation (records of staying rikishi
and records of promoted rikishi and his previous rank, etc.)
