Concerning final day 7-7 rikishi coming through with the win for a kachi koshi,

Several years ago there was a big stink about the guys not putting forth
their best effort in some of their matches and the powers that be laid down
the law.  After the rules (?) were modified to penalize those rikishi for
not at least appearing to try hard the 7-7 rikishi started to lose once in
a while and here lately there seems to be almost no difference on a day to
day basis with regards to record.  This was also about the same time when
the matta became an out of vogue thing to do (i.e., penalties for matta).

I have not done anything even resembling statistics to verify the above
statements - I have no time for it.  However, theses are just my humble
opinions.
