Makekoshi rikishi needs to be demoted at least by a half-Mai.
Which is eather from East to West in the same level, or upper West to
the next level East. The space created by this move will be filled by
kachikoshi rikishi.

At he same time, kachikoshi rikishi in the most part of Maegashira will be
promoted at least a half-Mai. In some cases, there were rikishi who were
stayed at the same level with 8-7 record, particularly when the rikishi
is at the top of Maegashira rank and if the sanyaku rank are to crowded.
