Sumo Kyokai and most of oyakata do not want to encourage rikishi to be
a "tedori-zumo" or "batabata-zumo". Those are off the mainstream of sumo
techniques, which is tsuki/oshi-zumo.

Usually, Shukunsho is for rikishi beaten yusho rikishi or yokozuna,
or multiple ozeki. Kanto-sho is for rikishi with good win-loss record
or particularly impressive fighting spirit.

Ginosho is for rikishi with impressive technique with solid sumo basics.
Tricky moves are not particularly suitable for Ginosho. I don't think
many rikishi who is famous for jumping left and right and over the 
ooponent at tachiai won many Ginosho.
