Actually, I know this Mainoumi poster. He is in formal black kimono
"Mon-tsuki Haori Hakama" with background in red. This is a poster
for Fire Prevention Awareness Week by National Fire Prevention Office
"Shobo-cho".
The wooden cracker he hold in his hands is called "hyoshi-gi". Hyoshi means
rythm and gi is from ki and means wood.
Traditionally, and even now, when a local community forms a group to go
around their area, they used this "hyoshi-gi" and voice to remind people on
fire-prevention.
Hyoshi-gi is also used by yobidashi in sumo. The most obvious occasion
they use this is at the end of sumo performance every day, right after
the bow ceremony. They call it simply "ki" instead of "hyoshi-gi". When
a yobidashi hit "ki", they dexcribe as "ki ga hairu" and "uchi-dashi".
