I've never heard of foreignors being actively excluded from Sumo.
But the exhausting route from entry to higher levels of sumo
would be discouraging for many atheletes I would guess.  Plus
add learning the language and culture, relatively low pay (???),
and AFAIK entry level sumo isn't much more than being a slave :-)
I would imagine after all this, not that many foreignors would be
so inclined to professional sumo life.  I'm actually amazed that
that many *Japanese* are interested in making sumo their profession.

BTW we live near some sumo wrestlers ... it is indescribly hilarious
to see them ride their 50cc scooters :-)
