The reward is redundant really, since the only way to get all of the
maegashiras is to get all of the sanyaku and all of the promoted Juryo
(unless you are brain dead and leave a Sekiwake off of the banzuke
completely or similar miscue).  Therefore it is a bonus for getting both
the promoted Juryo and the sanyaku correct.  I think 3 pts is quite
sufficient.

I don't think it will usually be the case.  This was a very odd instance
where a Maegashira 11 moved all the way up to Komusubi.  Most likely next
basho we won't have any 11-rank promotions (or even 8-rank promotions).  I
think your initial suggestion of -3 is good.
