I have the same feeling about this particular banzuke. If the differece was
only 8-7 and 9-6, I would have agree with this banzuke, but the record of
8-7 campared to 11-4, I could not find too many reasons for this banzuke,
unless Banzuke Hensei Iinkai considered rate of their difficulty of
opponents. If that is the case, they lose any reason of continuing the
current Heya against Heya system.
This banzuke is dominated by Futagoyama-beya rikishi.
5 among 9 sanyaku rikishi, 7 among top 13 rikishi, and 12 among 66 sekitori
belong to Futagoyama-beya. This means 7 top Futagoyama rikishi will face
only 6 of top 13 rikishi while Akebono, for example, will face all 12
rikishi except, of course, himself. This means, even if they lose all the
matched facing the rikishi ranked among top 13, Futagayama-beya rikishi
could have 9-6 record. For Akinoshima, winning 11-4 record for a couple of
consecutive basho and being promoted to Ozeki is rather easy. He could lose
the matches against Akebono, Musashimaru, Kaio and Musoyama and still make
the 11-4 record.
In old days, some basho under the East-West system (East rikishi only play
against West rikishi), Dewanoumi group ocupied all of one side (I thing it
was East) and Dewanoumi-beya had somewhere around 12 sekitori. Since the
adaption of Haya-betsu Taikou-sen, this is clearly the largest number of
sekitori occupied by a single heya.
