I was also surprised to see this.  (And yes, I also got it wrong it
my banzuke pick.)  I hope someone will inform us as to a reason behind
this decision.

I have a couple other questions from this banzuke as well:

1)  The Juryo results of possible candidates for promotion 
    (according to our good friend Robert) from the Hatsu Basho were:

    Possible candidates from Juryo:
         Higashi                            Nishi
    -------------------------------------------------------------------
     1 - Asanosho       [  8 -  7 ]
     2 - Asahiyutaka    [ 11 -  4 ]
     3 - Oginohana      [ 10 -  5 ]
                                        4 - Shikishima      [  9 -  6 ]
     6 - Tosanoumi      [ 11 -  4 ]
    -------------------------------------------------------------------

    
    So, I was also very surprised to see that Asanosho and Asahiyutaka
    were both promoted to makuuchi.  Asahiyutaka makes sense, but why
    was Asanosho promoted instead of Oginohana or Tosanoumi?  Did some
    of his loses occur in Makuuchi after Kotonishiki and Musoyama
    retired?  Or, are you guaranteed promotion with a winning record
    after being the highest ranked Juryo rikishi?


2)  Is there a fixed number of Juryo rikishi who get promoted every
    basho?  It always seems to be two that I can remember.
