The number of rikishi allowed for Makuuchi are 40.
If it is standard, it will be as follows:
Makuuchi 40
A. Yaku-rikishi
a. Yokozuna 2 (Optional)
b. Sanyaku
1. Ozeki 2 (depends on the ozeki promotion/demotion)
2. Sekiwake 2 (at least)
3. Komusubi 2 (at least)
B. Hiramaku-rikishi
Maegashira (40 minus yakurikishi)
Since there are three Ozeki now, it will be only 31 Hiramaku altogether.
This time, there will be only one (Higashi-kata) rikishi in 16th rank of
Maegashira.
If there is three or more rikishi (Haridashi or extra) in a Yakuzuki ranks,
the very first one will be in Higashi-kata, and the next haridashi will be
in Nishi-kata. For example, if there are three yokozuna and three ozeki,
the third yokozuna will be in Higashi-kata, and the third ozeki will be in
Nishi-kata.
On the other hand, since yokozuna is an honorable ranking for ozeki, if and
when there are two ozeki with only one ozeki, the second (nishi-kata)
yokozuna will be officially ozeki for nishikata, also, and he will be
called Yokozuna-Ozeki, officially.
As the number of yaku rikishi (yokozuna and sanyaku) increase, the number
of rikishi in hiramaku will decrease. In any case, under current rule, the
maximum and minimum number of makuuchi rikishi are 40.
