This is not a written requirement. It depends on how many ozeki exist and
how many of them are performing well. If there is only one ozeki, the level
of promotion could be loose, and easier for a sekiwake to be promoted. For
example, currently there are three ozeki and they've been performing
constantly well. Under this circumstance, it will be harder for a sekiwake
to be promoted to ozeki. On the other hand, if a sanyaku rikishi has been
performing exceptionally well for three consecutive basho including as a
komuzubi, he will be promoted to ozeki.
Former Sekiwake Hasegawa was considered a leading candidate for ozeki and
many thought he is actually stronger than some of ozeki at that time.
Although he performed very well in three consecutive basho with a yusho, he
was not promoted to ozeki. On the other hand, if I remember correctly, a
sekiwake was promoted to ozeki with something like 10, 8, 10 winning
records.

This also depends on the situation. If there are two sekiwake with winning
record, 8-7 does not give him a promotion. If there is a highly ranked
Maegashira rikishi with good record, along with many makekoshi sekiwake and
komusubi, he will be promoted to sekiwake with skipping komusubi rank.
Basically, minimum number of sanyaku is:
2 Ozeki (Yokozuna included, yokozuna is just particularly honored ozeki in
terms of ranking requirement)
2 Sekiwake
2 Komusubi
Since these numbers are only "minimum requirement", could be more than 2.
Sekiwake and Komusubi are four highest ranked rikishi among Makuuchi.
Usually a rikishi with the best record will stay on top of the list
(Higashi Sekiwake), but as long as a rikishi maintain kachikoshi (at least
8-7 record) he will keep his rank.

Naminohana is predicted as a new komusubi next basho by many.
