Rise to Ozeki usually comes after three consecutive good tournaments as a
Sekiwake - in the neighborhood of 33(this is a guess, but it is close I think)
or more wins for the three previous tournaments.  As far as an announcement of 
the promotion, I think it is announced shortly after the promotion council 
meets.  This is a couple of days after the previous tournament.

Fall from Ozeki to Sekiwake (I think an Ozeki is always demoted to Sekiwake
initially) occurs whan an Ozeki has consecutive Makekoshi records.  He is
demoted to Sekiwake and if in the next tournament earns 10 or more shiro boshi
(wins) he is reinstated as an Ozeki.  Recently both Konishiki and Kirishima had
this opportunity and were unsuccessful at it.

Rise to Sekiwake from Komusubi occurs when a Komusubi has a Kachikoshi
tournament.

Fall from Sekiwake to Komusubi occurs when a Sekiwake has a Makekoshi
tournament.  However, this is not a set in stone demotion, it depends on the
record - perhaps a 7-8 record will only drop to Komusubi.  But he could drop
further if there are other rikishi, in the upper Maegashira ranks who are
deserving of the Komusubi rank.  I read a rule of thumb somewhere that went
something like this "promoted one grade for each shiro boshi over 7 and demoted
the same way one grade for each kuro boshi over 7.  But this is not carved in
stone."  for example in the upcoming Banzuke we will probably have
Naminohana(9-6) at M-7 move up more than the rule figures(up to M-5) because of 
the very poor records in the last tournament of the Maegashira 1-6 ranks (most 
had more than 10 loses).
