Promotion of Takanohana

I think Takanohana has proven that he and Akebono are in a league
of their own and thus if he can get 13 wins AND the yusho or 14
wins he should be promoted.  Because of the make-koshi I would not
expect the promotion after a 13-win non-yusho performance, but as
yyy (I'm sorry, I can't remember the spelling of a four-letter
name) pointed out, he was not healthy during that make-koshi
performance so its importance is lessened.
