Quotas for foreigners?


While I was in Hawaii this summer, I was able to catch the exhibition
tournament.  One of the local wrestlers who participated in the demonstrations
at the outset of both days of the exhibition was interviewed.  He mentioned
that he was trying to get over to Japan, but that he couldn't because of a 
limit on foreign athletes.  Can anyone elaborate on this quota?
