A strong and compelling reason for promotion? Hmm ... How about more 
wins than losses? And vice versa for demotion. Of course, that means 
that virtually every rikishi on the banzuke is either promoted or demoted.

Notable exceptions pertain to the very top of the banzuke. Special rules 
govern promotion to yokozuna and ozeki, and demotion from ozeki. 
Consequentially you cannot demote an ozeki as you please, or promote a 
sekiwake to ozeki.

At the very bottom of the banzuke you can be promoted with a losing 
record, but you don't need to know that for GTB.
