When I used to work in Japan as a Junior High School teacher, I also had to
ask 'permission' to go on holiday (even within Japan) from my principal.  It
was a kind of annoying formality, but I was explained that it was for *my*
benefit.  If something happened etc, they would be able to help....  (I also
have to fill out a form here in Hong Kong whenever I leave the ?country? for
a similar reason).

I *think* that this is a general thing for all places of work in Japan, and
I guess that heyas are no different.
