Actually you raised a valid point as well. First I did
not know a rikishi cannot take an overseas trip
without the Kyokai's permission. This is the first I
heard of but regardless if I recall a Kyokai rule says
one cannot appear on a TV program without their
permission either.
In my not so exhaustive count, Takanohana oyakata,
Kyokai member, has appeared in at least six live TV
shows of varying socially redeeming values but
obviously the Kyokai is not restricting him to any
degree. In fact they don't even seem to show any
concern whatsoever whatever he does and has not even
admonished him when he made a vague admission of not
going full out when he fought his brother for the
Yusho Kettei-sen bout in one of his appearences.
OTOH Asashoryu making a quiet private trip not causing
any publicity should not be causing any concern to
anyone including to the Kyokai but I imagine they
needed someone other than WakaTaka making news.
Personnally I don't see any difference making a trip
to Hawaii or Taketomi-jima island off the main Okinawa
islands any different as long as they are not an
"officially" Kyokai sanctioned tour.
