Well, I think it's up to 23, meaning you can join even a day before you 
reach 23. In July 2004, Mizuguchi joined at the age of 22 and 11 months 
and two weeks. Some other have recently joined at 22 and ten months, 
like last basho's recruit Takahashi (who BTW is highly regarded..) who 
enterd in May and has his 23rd birthday on July 26th.
