Naniwa is Osaka and just like Tokyo used to be Edo.

As for his shikona, it all depends on who came up with
the shikona. Often the rikishi's place of birth or
where he grew up influences how he is named but then
you never know. He may have not been born in Osaka but
grew up there or his grandfather was or his shisho
just had a dinner there.  Any number of things.
