Yes,

There is a ticket window, and tickets are often available weekdays (and
sometimes weekends/holidays) on a day-to-day basis for the Nagoya
Basho.  You should try to get there as early as possible, as the most
economical seats tend to sell out first, leaving only the more
expensive box seats available for late-comers.  You may even get lucky
and find tamari-seki being sold (a little expensive, but a great
experience).
