I refer you my comments about a given number of yusho (BTW, 'Taikai
already has three, IIRC), or record over a longer period of consecutive
basho, _or a combination of the two_.  (I don't think anyone ever said
these criteria had to be binding on the promotion-droids, anyway, just
as the current ones are not.)  Much closer to the 'traditional' system,
as opposed to the current, new-fangled, hyper-conservative one...

At the moment I'm almost rooting for Kaio to win every second basho for
the next year and a half, thus becoming a "Dai-Ozeki".  C'mon, just how
absurd do the consequences of the current system have to get?

If I were a betting man, though, I'd put my money on the next Yokozuna
being a certain other Mongolian (as someone else commented earlier),
and I don't know if I'd hold my breath for any further promotions for a
while after that.
