Basically the only Yokozuna who really wasn't fit for the title at any measure was Wakanohana III. Even Futahaguro had a Yokozuna-like peak strength rating >>despite his very short career.

Except of course for the measure of having won consecutive yusho, which is the de-facto standard. I remember in the mid nineties during the konishiki non promoition and racism fall out commentators saying how difficult winning two consucutive yusho was and how only very few rikishi had achieved this. Most had been promoted on a three tournament record involving one yusho. The fact is that both Wakanohana and Musashimaru had pretty marginal three tournament records but both held on to win their 5th tournament AND consecutive yusho, even though in Waka case it was a pretty marginal record of 12-3 for one of them. On the other hand Kaio basically could not hold it together to achieve the same.


Also Takanohana, did not get promoted even after his sixth yusho. OK he was pretty well likely to get it eventually but the fact remains than six yusho and three in five tournaments did not get him the nod.
