It's not the inheritage itself... First of all, to lead a heya you must be
an oyakata, employed by the NSK. One thing needed for this is having a
toshiyori (or better in this context: a kabu). Owning a kabu can virtually
everyone, it' won't happen too often (read: never) though that outsiders
have one.
As inheritage is a traditional kind of thing and the NSK likes traditions,
it is just logical to make an inheritage easier than a normal acquisition
of kabu. Just think of Takanohana barely reaching Juryo. Futagoyama may
have kicked his a** for having a Sumo interested son who was willing and
able to be an elder but still couldn't take over the heya.
