This appears curious to me. Why do you need fewer basho to inherit a heya than to become a toshiyori? I mean, you must have a toshiyori to head a heya, right? Seems to me like having a rule that you must be 18 to enter the amusement park, but only 16 to ride the rollercoaster inside, if you catch what I mean. It's probably very logical, so I'm sure someone can explain.

For those who are following the saga of Miyagino Beya,
well, it's official now.

Kanechika's highest rank was Juryo East 2 and he
resided in Juryo for a total of 24 bashos. Normally to
assume a Toshiyori, a rikishi must have at least one
basho as a Sanyaku or 20 bashos  as a Makuuchi or a
combined total of 30 bashos as Juryo and Makuuchi.
However to inherit a heya, a rikishi only needs to
satisfy a minimum of 12 Makuuchi bashos or 20 Makuuchi
and Juryo bashos.
