But in Osaka they put buckets with a little water in them at each the end of the rows of chair seats -- sometimes right under the "No smoking" signs. :-(


But to return to the original complaint from the gentleman with asthma: I am pretty sure I told him in a private mail that smoking was allowed downstairs in the Kokugikan but banned in the upstairs seats, so I don't understand how he got surrounded by smokers -- unless he disregarded this information.


Just wondering.
