I guess just about in anything, the Kyokai is slow to
make any change untill the pressuge gets so hard that
they have to. But in case of smoking they are not
exception.
Someone wrote here that smoking is getting worse and
worse in Japan but I believe in some areas that it is
getting better. The problem is enforing the ban is
pretty difficult as who should be the people enforcing
it.
Tokyo's Chiyoda-ward where my cousin is a ward
councillor bans all smoking while walking on the
sidewalks. They have these "smoketeria" every dozen
street blocks or so. Next time you are in Akihabara,
check it out. Initially I thought they were sandwich
shops.
The Tokyo Taiiku Daigaku, Tokyo University of Physical
Education, has just banned smoking from its campus
buildings. And you think of what have they been
waiting for as they are a school of health and sports.
This change was brought about by the students so there
is yet a hope.
However the tobacco lobby is not only a pretty strong
force in Japan, but the behemoth, Japan Tobbaco, is
owned by the government so it may still take some time
to get rid of all those cigarette vending machines
from everywhere though.
