Well, to start with there aren't any seats.  You have to sit on the ground.
There are some raised banks around the outside as well.

In the past it was on a weekend, being the last stop of the spring jungyo,
they used to start at Ise and finish at Yasukuni.  These days Yasukuni is on
a Friday and the paying venues like Yokosuka and Yokohama are held on the
weekend.  When it was a weekend the queue was long and one had to arrive by
7 or 8 to get a seat near the front.  Being a weekday, and factoring in
sumo's slip in popularity, probably later, like 9, would still get you a
good spot.

As for what to take:
*A plastic sheet and cushion to sit on.
*An umbrella if the weather is doubtful.
*A blanket if the weather is cold.
*Food. There's a drink machine near the sumo area and maybe you can get
something to eat somewhere in the shrine complex, but a picnic near the
dohyo is a lot more fun.
*Your camera for sure.   It's not such a big area but I still bring my 300
mm lens to get close up shots or take photos of something across the dohyo.
*Your friends

It ends around 3.
