Probably not.  The closest example would be Kotomitsuki in in Jan. 
2002.  After going 13-2 at West Maegashira 9 for a jun-yusho and all 3 
special prizes, he was promoted to Komusubi.  Kotonishiki was promoted 
to Komusubi from West Maegashira 13 and Takatoriki was promoted to 
Komusubi from Maegashira 14, but these were both following yusho.

Asasekiryuu is lower than Kotomitsuki was in Kyushu 01, he didn't get a 
jun-yusho, and he only got two special prizes.  But also just as 
important as previous examples is the state of the banzuke right now.  
Right now what will probably happen is Wakanosato will keep East 
Sekiwake, Kyokutenho will get West Sekiwake, Miyabiyama will get East 
Komusubi, and Kotomitsuki will fall into West Komusubi.  Asasekiryuu 
will get East Maegashira 1.  He has a longshot chance at West Komusubi 
if the banzuke makers decide to be especially mean to Kotomitsuki.
