Not quite true. Japanese citizen are not allowed to own property in the CNMI
(Saipan, Rota, Tinian and smaller islands north of Saipan).
Article XII, Section 1, of the CNMI Constitution states, "The acquisition of
permanent and long-term interest in real property within the Commonwealth
shall be restricted to persons of Northern Marianas descent." Section 2
clarifies by stating, "The term acquisition used in section 1 includes
acquisition by sale, lease, gift of inheritance or other means." Also, since
1986, ownership of real property is limited to corporations owned and
controlled by persons of CNMI descent. Persons and firms of non-CNMI descent
can lease private land for up to a maximum of 55 years and public land for a
maximum of 40 years.

I wish I had know that Chiyotakai was in SPN...
