I can't help but wonder if this is just the latest example of Kitanoumi
trying to apply pressure by making somewhat ridiculous demands, in the
same vein as his demanding a zensho yusho from Chiyotaikai before Natsu
basho. If that's the case, what he's trying to achieve with it is beyond
me, however...perhaps he's hoping the rikishi-kai will be forced to
offer a compromise on a tightening of the kosho rules if he only shouts
"complete abolishment!" loud and often enough.
