I only watched the network broadcast special on the hair cutting, but 
after Takanohana performed his last dohyo-iri and went backstage, he was 
met by Akebono in a suit, who gave him a high-five/handshake kind of 
congratulatory salute.  He wasn't shown cutting Takanohana's hair, but 
they didn't show everyone who cut his hair, and cut to commercial several 
times, so it's probable that Akebono participated in that as well.

He had at least two former yokozuna relatives cut his hair (brother and 
uncle Wakanohana)...and perhaps a future yokozuna one as well? (his son)
