Hi,
I'm going to post a copy of the admin I sent to the RotoSumo list when the
new Jonokuchi division was created back before the Haru Basho. I hope this
will explain things for you.

I've been thinking about this for a while, but didn't seriously consider it
until I saw a similar idea suggested for Bench Sumo's lower divisions a
couple of weeks ago.
What I'm thinking about doing is creating a new Jonokuchi division. All new
players would enter into this division. It would function much like the real
Jonokuchi. New players could come in and try out the game without having to
really get committed to it. As in the real Jonokuchi, a KK from this
division would almost guarantee a promotion to the next highest division (in
this case Makushita). Just how high up one would go would depend on how good
one's record was.
Of course I would need to keep just enough players in this division to make
it viable (at least 10) so KK wouldn't always mean promotion, and an MK from
the bottom of Makushita could place you in Jonokuchi.
I would prefer to call this division Jonokuchi as it is possible that a
Sandanme division could be formed sometime in the next year or so (once
Makushita reaches around the rank of Ms35-40 or so). But I wouldn't mind
calling it Sandanme either if people felt that the Jonokuchi tag gave the
impression of really being at the bottom of the barrel, so to speak."
In the end no one objected to calling it Jonokuchi, so there you go. :-)
