Here's my try:

"Sumo Rules Article 10
Holding an opponent's body outside the dohyo is not a win, no matter 
how high he is suspended."

Basically, it confirms that a rikishi must touch down outside the 
dohyo to lose, or perhaps more precisely, for the other guy to win.
