The writing, proofreading and editing could be done by the list members.
But the actual printing onto paper would best be done at one place. You
don't want shipping costs for various sections to one assembly point adding
to the cost of the magazine. Or the delay in publishing that would be
caused by a delay or article that gets lost in shipping. Printing, assembly
and binding should all be done in one place. And in reality, that's also
the best place to attach mailing labels to individual issues for
distribution to the readers.
Better to have your major expense be paper, ink, printing and distribution
rather than gathering everything together.
But it could all be made camera ready at numerous places around the world,
whereever the members who would do the writing live. Then email all the
articles to one place where they would be printed and made into a magazine.
Somebody would have to volunteer (or be paid from the profits (if there are
any) to be the gatherer and final editorial authority and the link to the
print shop. It's doable. But it might take more time than anybody wants to
invest. I guess that's the lesson Clyde learned.
