Generally junkyard dogs are guard dogs that are bred to be viscious.  They 
are often poorly-fed and/or fed substances that will enhance their already 
nasty demeanor.  This idiom mirrors a line from a song by Jim Croce that 
described Bad, Bad Leroy Brown as "meaner than a junkyard dog" in the chorus.
